March 2024

Portland-area sites will begin transitioning to Renewable Diesel April 29

Beginning April 29, Portland-area sites will begin transitioning from Conventional Diesel to Renewable Diesel. This impacts sites pulling Conventional Diesel from Portland PSX.

When will the switch occur?

  • RD99 will be available at Portland PSX beginning April 29, 2024.
  • Sites that transition to Renewable Diesel will not be able to pull Conventional Diesel at the terminal.

What actions are required for this switch?

  • Amspec Tank Testing: Amspec will be conducting testing on your sites March 18 – April 3. This is an important step in the transition from conventional diesel to Renewable Diesel in order to minimize impacts to fuel quality due to presence of water.
    • During test, AmSpec needs access to the diesel tank fill pipe for tank bottom testing.
    • Amspec will also test for contamination of the conventional diesel, if overly contaminated Phillips 66 will arrange to have product filtered until contamination is removed.
    • On the day that the first Renewable Diesel load is to be received, all remaining conventional diesel will be pumped out and relocated.
    • Phillips 66 will reimburse customers for the amount of diesel product that is removed and relocated.
    • Evaluating the tank for water now helps to avoid any water contamination concerns on the day the transition occurs.
    • Please look for a notification from your sales rep on your specific testing date. Please ensure that all store personnel are given notice of this sampling procedure, and understand the importance of allowing access to the AmSpec representative when they arrive. Failure to allow the sample to be conducted will result in a repeat sample collection to be scheduled.
  • Labeling: Beginning April 29, we will be sending out contractors to affected locations to assist with switching out the Diesel signs, FTC decal, and dispenser soda buttons to Renewable Diesel #2.
  • Conversion: Tanks should ideally have 1500 gallons of diesel or less at the time of conversion to facilitate a seamless transition. There may be a need to do a pump out and Phillips 66 will facilitate the process.
  • EPOS Changes: After conversion, please change product code for diesel to renewable diesel in EPOS before you start selling renewable diesel. (Contact your EPOS provider’s help desk with any questions. (Click for Gilbarco instructions or Verifone instructions.)

During this transition, our team will provide ongoing updates, including timing. For more information on 76 Renewable Diesel, please visit Phillips 66 Gateway.

We will announce transition plans for Washington soon.
