Google Pay Transactional Fraud Warnings

Over the last several weeks, Phillips 66 is seeing an increase in Google Pay fraud. The fraud appears to be the result of criminals taking advantage of Google Pay provisioning rules. Fraudulent credit card accounts are being loaded into the Google Pay wallet and used in mobile applications such as the Fuel Forward® App.

Please place a heightened fraud emphasis on inside mobile transactions for larger dollar amounts, especially cartons of cigarettes, lottery tickets, gift cards and alcohol.

Phillips 66 has adjusted the maximum dollar amount of mobile purchases to reduce the fraud risk on these types of transactions. . Employees must be aware of suspicious fraud activity such as customers making back-to-back transactions with apps or credit cards for large dollar amounts. Sites should have fraud strategies in place that limit the number of cartons of cigarettes sold on a credit card or mobile app transaction and on back-to-back transactions using the same mobile app or credit card. If it seems suspicious, it most likely is, and declining these sales is highly recommended. Phillips 66 is working with Google to improve their fraud provisioning parameters and trying to identify the culprits involved with this activity so that their ability to commit this fraud is negated.
